PROBLEMS OF CREATION OF A POST-BOLONA SYSTEM OF HIGHER EDUCATION IN RUSSIA

After the collapse of the USSR, the Russian Federation partially modernized the Soviet system of higher education, as a result of which there were actually two of them: the old one - “specialty” and the new one - “bachelor’s-master’s degree”. For a long time they existed in parallel, until on May 12, 2023, Decree of the President of Russia No. 343 “On some issues of improving the higher education system” was issued, introducing a unified system of higher education: “basic - specialized”. In order to assess the feasibility and timeliness of issuing this Decree, an analysis of the features of previously existing higher education systems was carried out; decisions made during the ongoing reform; the relationship between higher education and acquired professions, as well as existing methods of monitoring learning outcomes. In addition, the higher education system was decomposed into elements with the definition and clarification of the tasks assigned to them. Based on the analysis, proposals have been formulated to minimize the identified problems and shortcomings and create a modern system of higher education in Russia.
