The article provides a brief description and content of the zemstvo reform of Alexander II. The reform was the first attempt to implement the ideas of self-government in the Russian Empire, which included the lands of Lugansk district. Based on the studied archival sources and documentary materials, the article examines the activities of V.N. Radakov in Slavyanoserbsk zemstvo institution of Yekaterinoslav province in the late 19th - early 20th centuries and its significance for the development of the district, in particular, achievements in agriculture, public education, medicine, development of transport routes, communications, etc. The author emphasizes that the name of Viktor Nikolaevich Radakov is associated with the rise of Slavyanoserbsk zemstvo of Yekaterinoslav province. The measures developed by the head of the zemstvo institution to improve agriculture, develop livestock farming based on breeding work, use of agricultural machinery, combat agricultural pests, and activities aimed at reorganizing general and special education are analyzed., The achievements were made in all areas of the local economy in the district with his active participation.
