The current state policy of the Russian Federation in the field of education involves in-depth integration of educational processes, ensuring the achievement of personal results by students, which are the subject of assessing the effectiveness of educational activities of an educational organization. In this regard, the identification of potential opportunities for using a program-target approach to the development and implementation of regional educational programs is of scientific interest. The article reveals the key principles, conditions, advantages and disadvantages of a program-target approach to the development of educational programs at various levels. It is shown that the program-target approach is an effective tool for organizing and managing the educational process, allowing for high results to be achieved, provided that it is implemented competently and flexibly. The use of this approach will improve the efficiency and quality of adaptation of the educational process to changing conditions, improve the control and management functions of the organization of educational activities.
