PROBLEMS AND CONTRADICTIONS OF THE FORMATION OF THE SYSTEM OF CONTINUOUS PROFESSIONAL EDUCATION OF POLICE OFFICERS IN RUSSIA IN 1868-1917

This article is devoted to the consideration of the main problems and contradictions of the formation of the system of continuing professional education of police officers in the period from 1868 to 1917. The article analyzes the main social, economic and political factors affecting the police training system, the levels of professional education of police personnel in the historical period of interest to the author are considered, touches on the discrepancies in understanding the essence of continuing education at that time and in the present day. Special attention is paid to the consideration of the levels of professional education of police officers that existed in the country, as well as the problems and contradictions characteristic of each of the listed levels. The author concludes that the main contradictions in the formation of continuing education of police officers during this period are associated with the lack of conceptual ideas about the system of continuing professional education, the lack of unified training programs for police officers at the highest, middle and lower levels, a shortage of highly qualified teaching staff trained directly in the field of police profile, as well as lack of funding.
